Celia Culpepper Outten, 91, died on January 3, 2019 at Concordia Transitional Care in Suffolk, Virginia.  Born on February 19, 1927 to the late W. Linwood and Celia Outten, she was also predeceased by her sister, Mary Virginia Bulman and brothers, W.L., Charles, and Richard Outten.  Survivors include her niece, Judy Badavas of Massachusetts and nephews, Lin Outten of Ohio and Reid Bulman (Linda) of Virginia Beach.

Celia was a graduate of Maury High School and worked for Murden’s Drug Store in Norfolk and the marine exchange at Camp Elmore.  She was a member of Windsor Congregational Christian Church and an avid bible study member.

A memorial service will be conducted by the Rev. Samuel Askew at Windsor Congregational Christian Church on Saturday, January 19 at 11:00 a.m.
